Board Report to the February 27 Budget General Meeting

This Budget General Meeting is an important one, as the Co-op has entered a period of financial rebuilding after the completion of the 1750 project and a series of moves involving ten units, eight member households and three new member households.

In the last stages of the project, it was necessary for the Board to transfer the futures fund and $57,733.47 of the subsidy fund into the replacement reserve. One of the membership’s tasks at this year’s meeting will be to consider how quickly we replenish the subsidy fund. You will see that the Board proposes to repay the fund over three years and that we have asked for budget projections at 4% and 6% for the membership’s consideration, in order to begin this repayment, cover our yearly expenses and start to rebuild our replacement reserve.

As a consequence, we must consider what kind of housing community we want to be. Vancouver East was started under the Section 95 program, which ran from 1979 – 1985 and created over 160 housing co-operatives in British Columbia alone. Built into this program was subsidy for low-income members and a commitment to creating mixed income communities.

The Board supports ongoing commitment to the basis upon which our housing co-operative was founded. We recommend rebuilding a robust subsidy fund, so that if the government programs we participate in end we can continue to house members in need. We recognize that as costs rise, so too will our housing charges in order to rebuild and fund our reserves and meet our yearly budget requirements. However, we support an approach that does not create undue hardship for low and moderate income members or force them to self-select out of affordable housing into a predatory rental market.

Looking forward, we will be recommending to next year’s Board that they start the process of reviewing and renewing our Capital Reserve Plan, in order to make ourselves ready for future challenges in repairing and renewing our aging infrastructure, while maintaining a thriving community across our six sites.

Maintenance Procedure – Friendly Reminder

We just wanted to remind everyone of the protocol that we have as the Maintenance Committee which helps prioritize the work that needs to happen for each and every one of us which in turn helps keep our financial stability.

it is required that all of your maintenance requests are first addressed to your site rep and then we endeavour to provide a speedy response depending on whether it’s an emergency situation. If you have a maintenance emergency (water leak, danger of imminent damage to property, etc.) and you do not hear back from your site rep then it is okay to contact John (Coordinator) and copy your site rep. Please only contact John in case of an emergency.

When a labourer / technician / contractor is at your site to help you with something you brought forward to us, it is vital that you don’t ask them to do any other work that is needed unless it’s been addressed to the committee first and has been approved. That helps us keep our team of workers on track/time for other tasks that they need to do and also keeps our budget on track.

We would really appreciate everyone’s support/efforts in making this happen so that we can better serve you all.

We have asked John to also implement this with no exceptions which also facilitate his job of coordinating all of the work that needs to be done.

CHF BC Telecom Program

A number of members have been reporting that their Telus bills have increased without notice. The good news is that if you take swift action, Telus will reverse the overcharge and reinstate the Telecom Program 40% off rates. Call customer service and tell them that you seem to have been removed from the CHF BC Telecom Program and confirm that you live in a Co-op and that you are part of the Telecom Program. Ask them to adjust your bill to reflect the correct rates. Be firm and polite and they should do so.

Telus now requires renewal confirmation every two years. You will have to diarize a call to Telus before your term expires to ensure they don’t raise your rates again.

In the first quarter of this board term, our efforts have been concentrated on the final stages of the 1750 Grant Street project, along with unit vacancies and the work necessitated by moves. Due to the number of moves occurring in 2023, repair work has been prioritized over renovation in this round of moves.

 

We have also carried on the work started by last year’s board on The Agency Action Plan, a filed copy of which can be found in the General Meeting package. Policy revision and renewal will be a focus for this year’s board, work which will continue over the next two board terms.

 

There will be some major projects coming up this year, including remediation of drainage, building and deck repair at 2035 East Pender Street, roof renewals at 1803 Kitchener and 1774 Grant, and potentially heating/cooling remediation work at 1220 Salsbury.

 

The Board is also looking toward creating more continuity across board terms, with resources and templates that will be available from one board to the next.

 

The Board devotes considerable time to member correspondence and issues, as well as the day-to-day governance work that arises across its term, including the oversight of committees, contracts, and our maintenance co-ordinator.

 

As always, the Board would like to encourage members to join our committees, get involved in community meetings as we start our policy renewal process, and connect with your fellow members on your site and across the Co-op.

Dear Van East Co-op Members:

The new Board of Directors has been in place for two months now and we wanted to give you an update on our activities to date.

This year’s Board includes the following members:

The 1750 Grant Street Project is still underway, with work proceeding in both the upper and lower units. Michel Turmel, Chair of the Maintenance Committee, has volunteered countless hours facilitating the work in both these units. The Board has been reviewing progress as it moves forward, and completion and occupancy are expected in mid-to-late autumn 2023. We will then be pleased to welcome Amelia and Cheyenna Gubana to 1 – 1750 Grant Street and romham gallacher and Silas Woodsmith to 2 – 1750 Grant Street.

The Board is also continuing the work of last year’s Directors in facilitating internal moves across the Co-op. In July and August of this year, we have seen the following internal moves take place:

  • Tara Sawatsky, Kevin Sauvé, Sylas and Nova have moved into 3 – 1803 Kitchener Street
  • Marnie Burns and Fox Hunt have moved into 1109 Victoria Drive
  • Lynn Wittenberg and Doug Thordarson are now moving into 1855 Venables Street

All this movement has precipitated other internal moves that will occur in the autumn of 2023, once construction is complete at 1750 Grant Street:

  • Jacqueline Mousseau and Michel Turmel will move to 1867 Venables Street
  • Ceile Prowse and Julia O’Shea will move to 1896 Napier Street

We will also be welcoming a new member, Sasha Strobl, to 8 – 1220 Salsbury Drive in September 2023. She is currently an associate member living at 2033 Ferndale Drive. This unit has become available because Leo Mudhenk-Aitken, Crista Jane Pe Benito and Santino have moved to Alberta. We wish them all the best in their new home.

Once all these moves have been effected, there will be one two-bedroom unit and one three-bedroom unit available:

  • 1111 Victoria Drive
  • 2036 East Pender Street

Should there be no eligible primary members who are on the over/underhoused or lateral move lists when the Co-op works to fill these units in September/October 2023, the Co-op will turn to our external priority and external application lists.

Members may add their names to the internal move list if they wish to make a lateral move to another unit with the same number of bedrooms as the unit in which they live, as well as when they become over or underhoused.

Current circumstances allow the Board enough time to offer members who are not yet on the internal waitlist an opportunity to submit a move request to one of the two units coming up in the next three months.

We would at this time like to commend John Wong, our maintenance co-ordinator, for his hard work and effective efforts to ensure our internal moves take place swiftly and that our units are in good repair for their new occupants. We also would like to acknowledge the efforts of John and Michel in working with Lynn and Doug on the accessibility accommodations made to 1855 Venables.

Looking forward, the Board is anticipating there will no longer be any vacant units in our Co-op by the end of 2023.

We will provide you with another update in advance of our first General Meeting of the year, which will take place on Thursday, September 21st using CHF BC’s virtual meeting platform. In the meantime, we would like to thank all our members for their co-operation and work on behalf of the Co-op, on their sites and on our committees.

Covid-19 Message from the Board

Dear Co-op members,

We are writing to you in response to the ongoing Covid-19 pandemic to encourage you to take care of yourselves and each other. As we are being told to stay at home and keep our social distance from one another, it is also an opportunity to reach out to our neighbours and come together as a community.

Please take some time to ask your neighbour if they need groceries from the store, reassure them if they are fearful, chat on the phone if they are lonely. There is uncertainty for many people, including parents with young children wondering how they are going to be able to juggle working from home with keeping children occupied, as well as members who are immuno-compromised or otherwise vulnerable. There is worry for those with older children trying to secure safe passage for their return from studying abroad or travelling. There may be financial hardship for those with insecure employment or who are lacking sick benefits, being told to stay at home with no pay. As a co-operative community, we see this as a time where we can try to support one another while also taking the necessary precautions ourselves.

We as a board will connect with the education committee to help facilitate some community support, but in the mean time, consider reaching out to your neighbours and ask if they need anything.
